Yep, keeping the transuit on was definitely a good idea. He may have been able to survive in a lot of extreme atmospheres, but he still needed air to breath. And there wasn't much of that underwater.

Not that he was thinking too much about that, given the gorgeous underwater city in the distance. Something Gohan had... never really encountered before, which said something, given he'd been to multiple planets and dimensions.
