The various senators, diplomats, and heads of state that usually occupy UPgov's headquarters have long since been herded to safety in various bunkers, but as the Penitent - the Herald known as the Heirophant - descends on the buildings and starts destroying them, it simply doesn't matter. Thanks to the UP's news drones the entire world is watching as a symbol of their unity and idealistic future are torn to shreds.
Guards that were left to defend the building and some of its important systems fall easily at the Penitent's hands, either because of her transforming her hands into spiky claws, or with broken necks, thanks to her superstrength. In between each attack, she walks peacefully and solemnly trough the halls, like a monk in deep thought, the bloody hems of her robes eternally dripping and leaving a trail on the floor.
As she moves, she opens portals to the Concept Multicosms, a dimension of half-finished beings that are closer to ideas than something alive, to summon the monsters obedient to her. She's calling heavily on the Spoken and the Dancers to help her destroy everything in this place. She plans on bringing down its walls and grinding its once-glorious statues and symbols into so much dust.
Even as she does this, she looks beautiful, her eyes hidden by her hood, her mouth curved into a saintlike smile. As ever, she is the beauty that can be found in destruction, in the mechanics of material things as they spin apart into ruin.
